For its customer service, I’d rate it 4 – 5 stars. For the noise levels, 3 to 3.5 at best, and sometimes a 2 or worse. Since when did libraries become social places or places you could use your cellphone even quietly talking for minutes on end? Still, overall 4 to 4.5 stars, great collection of books, DVDs, CD-ROMs, and magazines for a medium size library, though wish there was a colour printer available (which is only available at a very few branches, unfortunately) and more stations available, but it seems space is tight there already.
