«Individualized approach» here means you sit in the library with other people earning yellow slips that you have to save to prove to the principal that you passed the equivalent of a class credit. «Learn at your own speed» means you take the same tests over and over again so that you memorize the answers even though they count for different classes. I used to go here during the summer. It is not a collaborative environment because you are engaged in a series of tests to make up for classes you failed. This is nurturing and stimulating only if you think the proctor praising you for completing in two days is motivation for the other students.
