Terrace View Apts

I’ve lived in Terrace View Apartments in Blacksburg from 2013 – 2014, 2014 – 2015, and just resigned my 2015 – 2016 lease. I really really regret resigning my lease because the management has been consistently rude and incredibly unhelpful.
For example, I have contacted them 5+ times (in person in the office, over the phone, and sent 3 emails) asking them when they will be installing the TV that they claim is included in every apartment. Nobody responds to my emails, even when I send them directly to the manager. When I call or go in person, there is no record that my request has ever been made.
I’ve made numerous maintenance requests that go unacknowledged and unanswered, and sometimes it takes them months to complete a simple fix. Most people working in the office are misinformed and just generally confused and slow… they have no idea what’s going on, and they’re definitely not all on the same page.
We ALWAYS have bug problems in the apartment, and the big back room (which I’m in) is always hotter than the rest of the house. AM3 (the internet provider) has a monopoly over Terrace and goes out all the time. Internet connection is slow and spotty, especially during finals week. We pay for 50 mbps and barely get 10 – 12 mbps.
Lastly my roommates and I recently switched over from a joint lease to an individual lease. Nobody in the office could properly explain to us the differences in the two, especially when it came to pre-​existing damages. When it came time to paying our rent this last month, we all overpayed, because nobody in the leasing office told us we’d be paying a pro-​rated amount, and then we had to make numerous phone calls and send multiple emails to the management to have it sorted out. I’ve also asked them to change the locks on my main door because my old roommates could still have keys that they won’t give back, and they don’t see that as a valid reason for them to come out and change our locks. Unbelievable.
I could go on and on about why I hate living in Terrace… I only stayed because it’s one of the few conveniently located complexes that allows animals, and I have to live somewhere dog-​friendly. My rent is ridiculously expensive for all the problems I have with them, and I do not recommend living here.

Property manager unprofessional and unwilling to assist in addressing a cable tv issue. Will not be renewing lease and won’t recommend the property to others.
Issues we have had:
1) Cable TV/​Internet provider charging for bedroom cable boxes and won’t cancel even upon request
2) Very thin floors and walls/​VERY noisy
3) Old windows/​drafts/​high energy cost
4) Poor remodel in the «remodeled» units
5) Property Manager Candy Layne was «too busy» to deal with a college student concern (isn’t the apartment complex dependent on college students?)

I have all good things to say about Terrace View. I just re-​signed my lease for my second year in a row. The complex is close to campus, and when its cold there is a bus that goes directly to campus from my front door! The unit that I live in is renovated, which is really nice. I would recommend that people ask about those when looking at the property… The complex is so big, I don’t think that all the units are renovated yet…

The WORST apartments in Blacksburg. People in the office are slow responding, and NOT friendly!
Internet is sooooo slow!
I had to call 4 times for maintenance before. Now I need them to sign a rental verification, it took them three days!

My son is a student at Virginia Tech and lives in the Terrace View apartments. He has been without any usable internet service for over two weeks. The new internet vendor, Access Media 3, that Terrace View’s management group, MCS Virginia Tech, has selected is giving him the run-​around. Access Media 3 has an «F» rating with the Better Business Bureau. My son and I are not happy. I hope this gets fixed soon or my son and his roommates will be moving to another apartment.

After just two months here I knew it was time to get out. Let me first say what’s good: not much. I guess during exam week they have a breakfast and they threw a couple of «parties» (if you’re into that) around the pool.
So you’ll move into your new TV apartment on the date they said: that’s cool. If it’s renovated, you’ll quickly notice the corners that they cut: paint jobs with blobs and splotches, marks in the carpet, there even may be some left over nails from previous tenants. You quickly understand that the only thing TV cares about is money, and how to get it from you. Apartments are fairly standard. If you get an unrenovated one it will be a total dump and they aren’t going to do much to help you. Ours has a toilet that works fine and another than could hardly flush a small wad of paper. When eventually that toilet clogged, we called in for maintenance. They unclogged our toilet and nothing more, despite our complaint as how useless it is as a toilet.
Parking passes are $ 5 so you can try to park in your lot that often has no spaces for you. Meanwhile, Terrace View is trying to petition the town to allow it to build more apartments without adding additional parking (Look it up in the Collegiate Times, this happened). They claim to have conducted studies that say their lots aren’t overfull but the only study I had to do was drive home at 7pm on a Sunday only to have to park in front of another building. In that same CT article I hoped you looked up, you’ll see they’re trying to do this under the guise of «sustainability» and «promoting the buses.» Don’t believe this. This is in their attitude of money first, tenant second.
Also, for a few months after I moved in here, they announced that you could no longer pay rent by credit card or you would pay a $ 14.00 (!!!) service fee. You could keep using your checking account using an echeck system… but it will be a $ 0.95 extra each charge you make. 95 cents may not seem like much, but let’s be honest, it’s absurd that they feel like they have to charge us 95 cents so we can pay our rent. They know what’s up. They know that they are sucking a couple thousand dollars out of their residences every month. Money is their goal.
Lastly, the biggest thing that grinds my gears is their contract with world’s worst internet provider, Access Media 3. They are atrocious, spotty internet. In the past year, they were telling new residents that their contract was expiring and they were going to switch to Comcast. Come move-​in period and they are «not ready» and it will be November. Come this January, we try to set up Comcast only to find out from them that their service to TV has been stopped because TV re-​signed a contract with AM3. Good luck during exam weeks when the service just stops. Your only alternative is Verizon DSL, which is slow and expensive for the speed you get.
There are a ton of options in Blacksburg for housing. Terrace View is for the masochist. They’ll never change unless people stop living there.
Edit: I just want to add that although I have no proof, I have suspiciously received junk mail addressed to me from AllState about my auto insurance, despite the fact that only Terrace View, myself and God knows that I live at my address. I suspect that when I bought a parking pass, Terrace View sold my information to AllState. Absolute scum.
Edit 2: Hey everyone, check out that 5 star review posted earlier in 2015! Jennifer is resigning her lease… and on her profile she’s signing a lease in Ohio too! And looked at apartments in Washington! Terrace View is so bad they have to hire someone to leave good reviews on their sister properties.

TerraceView used to be good until they started doing renovations. They painted everything in bright neon colors. They thought it was a good idea just to paint the outside of the doors instead of opening them and painting the edges too, so now my door is green and orange. Talk about an eye sore! They also started tearing down the club house and working on the pool at the beginning of the summer. Thus, the pool has been closed all summer. Why didn’t they work on their crappy renovations when the pool was closed for the nine months prior? To be honest, I don’t care about the renovations and would rather have cheaper rent. The pool was one of the reasons I originally signed up for TerraceView. I’ve tried talking to management, and they were pretty responsive when they realized they were making customers unhappy. To accommodate for the closed pool, they offered to take their residents out to Sharky’s for food and drinks. That was kind, but I still feel sleighted. When summer started, TerraceView parked a giant dumpster and two storage crates in my parking lot. Workers were always outside making a lot of noise and filling the parking lot with crates upon crates. One redeeming quality of TerraceView is their in-​home maintenance team. If I had to choose an apartment complex again, I’m not sure that I’d stay with TerraceView.

I lived here for 3 years and was always very happy with the place. The community itself is one of the larger ones in Blacksburg and the management team was always pretty responsive and involved.
Unfortunately there aren’t many «fantastic» communities in Blacksburg because I think many feel they can get away with not being «fantastic» since most cater to students attending Virginia Tech. Considering this, Terrace View is likely one of the better communities.
In terms of floor plans, I lived in a 4-​bedroom apartment which was absolutely huge. This is likely one of the largest floor plans you can get in the Blacksburg area.
Overall, staff was always helpful and attentive, community was always well-​maintained and with large floor plans. Great location to Blacksburg Transit bus route as well.
