Update: after a number of rude, slanderous messages from the people of Albany, including a wonderful little note saying I should be «ass fucked to death on the highway» I have to say that one should probably avoid all of the city, not just the rest area. For your safety,

Clean restrooms at a rest area is always a good thing.
There were two buildings which had restrooms. One building was closed during our stop here. Fortunately, there were not too many other people who were here at the time.
The area was very clean. Nice grassy area for walking the dog. Picnic tables are available for enjoying your meal. Some trees provide shade.
I would stop here again if needed.
