Absolutely stay away from this company or the representative of the company Gregor Itzack Kohn or Itzack Kohn. When Kohn presented himself, he may tell you different names but you can check out his photos posted online below. Kohn has many many fraud and practice without license criminal charges against him in Florida as well as many civil claims filed against him and his companies by homeowners in Florida. If you just google his name, you will come across tons of ripoff reports about him and different companies he established in Florida using someone else’ contractor license. The Florida detective in charge of his cases said this guy never finished any job he started. The detective also said that Kohn has an active arrest warrant issued against him. Here in California, Kohn seems to have resumed his usual scheme by using a Douglas Brown’s license to establish this company Parker-​Phoenix Construction in Los Angeles and solicit jobs throughout LA county. Based on my conversations with other homeowners and my own experience, he would not tell you the license actually belongs to someone else. He acted as if he is the general contractor himself and had active projects everywhere in LA and Nevada. He presented us with a contract with 50% down payment, which we negotiated down to 25% down and 25% upon demolition — turned out that this is in violation of California building code pursuant to which a contractor can only obtain 10% or $ 1000 as down payment, whichever is less! He told us he has 9 crews to work on various big projects in California and Las Vegas. But based on my conversations with workers, he may have only one small crew who he hired off of craigslist months ago and the rest would be brand new workers he’d hire from craigslist after getting a new project. He recruited all of his workers cheap from Craigslist so many of these workers possess minimal construction skills and worked without supervision of a licensed professional (the license holder himself never showed his face and license board couldn’t even locate this person). In fact, Kohn himself rarely comes to properties too. In our case, Kohn also provided us a certificate of liability insurance that is no longer valid — discovered this when we became suspicious and called the insurance agent. At the end, he only finished part of demolition, built one kitchen wall, removed ceiling spray, and pulled permits for us and took away $ 12,500.
