NYPD 108th Precinct

I am not impressed at all by this police department.
1) Late last night a woman was seriously screaming in the street. I called the 108^th precinct and got a 2 second recording and then it hung up on me !!! That is it. You call for the police for help and they hang up on you.
2) A few months ago, there was an older man on the street mid afternoon and he was in bad shape. He couldn’t stand up. He was hanging onto a tree so not to hit the ground. Just so happens I saw a patrol car across the street so I ran over and told them to go help the guy. They said ok. I watched them drive over to where the man was hanging onto the tree, they slowed down, the policewoman rolled down her window and yelled out «you ok ?» — the old guy sort of nodded and the cops just drove off. They never even came to a full stop !!! They never even got out of the patrol car !!! Maybe he was fall over drunk, but he was an older man and he could have been having a stroke/​seizure/​heart attack or something. These cops should have either taken him to a hospital or driven him home to make sure he didn’t get hit by a car or something. These cops were too lazy to even get out of their car.
