Hard to figure this one out. A small country farming town with a lot of elderly folks and the city/​county manages to build an expensive airport that is home of a plane or two at best. The gate is always locked thus ti appears this airport if for just a very few people built at taxpayers expense. We assume that in an emergency other planes could land however finding someone on the ground to meet you might be another story. Report gathered on the internet indicate some military have used it for practice touch and goes in the past.
