Gallery Park Apts

I am a current tenant and have lived in the building for over three years. I’m shocked by the other reviews on this page. I’ve have had very good experiences with the maintenance and leasing staff. For example, since I’ve moved in to my apt they have replaced my carpet (plus clean it free every year), replaced my garbage disposal, washer & dryer, and air conditioner. I’ve experienced some improvement in responsiveness over the last 2 years… they may have changed management. The current staff are wonderful and I have nothing but praises for them.
The building was first permitted in 1989… at which time it did receive some design awards. It is not particularly energy efficient, but I’m proud of its look. Some repair and replacement is to be expected and does occur. In the last year they have steam cleaned the entire outside of the structure and cleaned all the exterior windows. Every Monday all the public areas are cleaned… like clock work.
The location is stunning. It’s been described by my friends as like living in a Parisian neighborhood. It faces the Park Blocks… which was designed by the Olmsted brothers… the famous firm that designed Central Park in New York.
Now the downsides. The rent is not cheap and it goes up every year. It’s going up 4X faster than my pension’s cost of living increases… so I may not be here much longer. There is a predatory, corporate vibe about the the ownership… they are not touchy-​freely about collecting what the market can bear. The trash is picked up every day at 3am and is loud enough to wake the dead. Starbucks does some times leave its huge delivery truck idling on the street late at night for what seems like an interminable length of time.
Be forewarned… Developers are getting ready to construct a 20 story building next door… so that will be interesting. They will be digging the underground parking garage first… the construction could take years.

MY STERN ADVICE: DO NOT, I REPEAT… DO NOT CHOOSE TO LIVE AT THE LINC, GALLERY PARK OR ANY OF LINC’s PROPERTIES.
Let me start off by saying I don’t do review sites. I’m not an active member on Unilocal,or any other review sites, because I’m someone who generally gives people the benefit of the doubt. People have off-​days, things happen… that’s all understandable, and subsequently why I don’t waste my precious time reviewing companies and their performance. But as many of the other reviews suggest, living at Gallery Park under LINC’s management was undoubtedly the worst renting experience I’ve ever had the misfortune to find myself under. Calls went unreturned, prior rental agreements denied, work orders went unfulfilled, or done incorrectly TIME AND TIME AGAIN, personal property was damaged, all while Linc staff continued to give me the same lip service over and over again. These issues and complaints were in the TENS OF DOZENS, and this is no exaggeration. It actually became mind-​boggling and ultimately completely derailing with the staff’s empty jargon of «I’m sorry, we’re working to fix that, have a nice day,» and this was a pattern all the way up to the very top in the front office. I won’t mention any names, but almost everyone I communicated with operated in this way, and upon moving out, continued to the very end. I’ve NEVER experienced this level of dissatisfaction with any organization, and the reason I’m writing to others is because of how unnerving the experience was, and how it seemed malicious and predatory at times. Having been a business student in college, and knowing about operations quality, its amazing to me that the LINC continues to operate in this fashion with such complete disregard for their customers. They are TRULY only about the bottom line, and you will be treated as such — a number on one of their spreadsheets. Due to the level of disrespect and lack of any measure to make good, my only wish is that this company files Chapter 11 sooner than later, so someone that maybe at least cares a small amount about their tenants can take over, represent the community and state better, and not drive me to consider legal action time and time again. If you would like to know the list of problems we experienced in detail, I’m compiling them to report to the Better Business Bureau to do all I can to make sure people are informed of these abhorrent business practices. *Thanks to the other reviewers as well for being so specific. It’s not easy to sit down and spend your time doing this kind of thing but people should be informed about what’s happening at these properties, and I encourage all to share their experiences.

I write this in hopes that future prospective residents know exactly what they’re getting into.
Quality of apartment:
I can only speak for my own but it’s not good. You can tell upkeep is done by the lowest possible bidder (meaning lowest possible quality). Poor electrical wiring, poor carpentry work (areas left totally incomplete which had to be fixed after move in such as a missing back wall to the kitchen sink/​prep area, windows that leak, baseboard molding and frames that doesn’t fit properly and isn’t cut properly for the doors, etc).
It’s very obvious that there is no checklist that they run through to prepare an apartment for someone to move in. They probably give it a quick visual glance and then say it’s ready if nothing obvious stands out. Be prepared to find problems.
Noise:
You live across a popular park and just north of PSU. This means plenty of noise from drunk college kids, drunk homeless people, and during nicer days, screaming children who reside in the park from about 9am til 12:30pm. The drunks typically come out at night and can go from 9pm til 4am.
During spring and summer there is constant construction in either the building itself or nearby buildings. Portland has noise ordinances that they must follow. They need to cut that shit out after 6pm. At around 3 am you get the nightly restock truck for starbucks. They aren’t quiet about what they do.
The walls of the apartment itself are super thin. So for walls that you share with a neighbor, if they have a crying baby or screaming children or they like to play their music and shows loud, well you’ll hear it as if you’re in the same room. The last movie my neighbor watched was Jarhead. I haven’t seen it myself but I was able to google lines from it since I could hear it so well.
Staff:
The staff are nice which is fine but nice isn’t getting problems solved. They APPEAR helpful until you realize that you’re calling or emailing them every other day to get something resolved. It should not be our job to make sure that they do their job. This building seems to be treated with a sort of benign neglect. Out of sight, out of mind to them.
It doesn’t help that lately, when they do send maintenance out, they’ll look at the problem and either say «we can’t fix this right now due to x» or «we’ll be back later to fix it» and then they never return. Mostly this has occurred with their eastern European maintenance guy. He’ll look at a problem, decide he doesn’t feel like doing anything and leave. The other maintenance guys were pretty good about fixing things.
Additional costs:
Electrical runs about $ 100/​mo and water+sewer+trash are around $ 100/​mo. The building itself isn’t very energy efficient. Don’t try to heat your living room because all the windows out there allow heat transfer too easily to and from the outdoors.
During the summer, the AC is about useless for the bedrooms. You’ll sweat a bit if future summers are like this past summer. Definitely get something to cover the ceiling windows during the summer or accept that you’ll be baked in the living room.
Other:
I kind of worry about what’s crawling through the walls. I’ve never seen ants in an apartment above the first or second floor, yet I found some near our trash can not long ago. I’ve since put down Diatomaceous Earth in areas where carpet meets wall and haven’t seen them since. But it worries me that someone else in the building may have an ant problem and as such, it’s spilling over to us. This means if someone else gets an infestation of other kinds of bugs, we could also be at risk since they have access to the apartments through the thin walls.
I almost forgot to mention the homeless people that sleep in the doorway of the ethnic restaurant next to the entrance of the apartments. Almost always you can find one or two (sometimes 3 – 4) homeless people camped out there at night. They’ve been pretty good about not begging but it’s still unnerving if you’re leaving or coming home late that you have to keep your guard up right outside the entrance to the building.
Really though, I’d recommend renting elsewhere. In part due the fact that this building is showing it’s age, but also make sure where ever you do rent from isn’t managed by the «linc» group who have offices at 245 SW Lincoln St. They seem to manage a few properties in the area. There’s a review on

Don’t stay here. I had a 1BR for the summer. It was a bad experience. The leasing office is not even in the same building. It is about 10 blocks away. The staff is so difficult to get a hold of. If you need to talk about your contract, they say they’ll get back to you, but they hardly ever do. And, if you do get in touch with someone, don’t expect good customer service unless you speak to a manager. It also took over 3 weeks to get my TV fixed and to get the trash compactor replaced. Stay at the LADD complex a block away instead.
