hate having to write a review like this. My experience with the Cottages on O st. was wonderful. Joan the property manager and the maintenance staff were terrific! It was only when I moved out did my problems begin. Criag Powell general manager has not returned my secruity deposit at this time (51 days). He will not return emails or phone calls. Let me enlight you a bit, his phone has a full voice mail and I believe he keeps it in a desk drawer. The number he list will NEVER get answered. I have to resort to filing in small claims court in order to get MY deposit back! I love the cottages, hate the general manager!

I could not have even had a better experience here. Fixed my items needing repair within the hour. CLEANED MY APARTMENT FOR ME when I moved out. Had to remind Craig to get my deposit to me, he’s a busy guy, but like that’s a big deal? One of the best renting experiences I’ve had, and I must’ve rented a million times. The landscaping and ambiance of the properties is impeccable.

Do not rent from Powell Properties or their general partner Craig K. Powell. They own and operate the apartments the Villas Encantadoras, The Cottages, Powell Place, and David House. I was a tenant at the Villas Encantadoras for 2 ½ years when I was in law school and left my apartment in excellent condition. Craig said he would refund my security deposit when I left, but after I moved to Oregon he ignored all calls and emails and decided to pocket my security deposit for himself.
I filed a lawsuit in Sacramento Small Claims Court a few months ago and won. Craig, who is also an attorney, didn’t even show up to the Small Claims hearing. Do not get scammed by this company.
