Judy Wyatt got off the hook because before I filed a complaint, I finally convinced Ms Wyatt — threatening her with the complaint — to give me her notes. She paid a transcription service to transcribe her illegible hand-written notes and send me a typed up document. This happened 2 years after I discontinued seeing Ms Wyatt. The officer at the Office of Civil Rights was appalled, but explained to me that per their policy, a practitioner who remedies the problem by herself is not prosecuted. Of course, to not release the record for two years and then to release it only when threatened with a complaint, and all because of laziness(Wyatt did not want to type up her own notes) IS appalling.
