Flats 130 at Constitution Square

While there are some nice amenities in the building, it was honestly more of a pain than it was worth. Multiple shootings both in the neighbourhood and in the actual buildings puts resident lives at risk.
Management and concierge are truly a pain. They are consistently unresponsive or not at the front desk for excessive periods of time in a row, making me question why I pay a premium to have a doorman in the first place. Furthermore, moving out is an absolute pain — the concierge staff entered the new tenants (who would not be moving into the building for another 6 weeks) into the system while my roommates and I were still occupying the apartment. This led to a great deal of confusion, as the concierge consistently could not find our packages (as the system pulled up the new tenants information and indicated no mail had arrived) and worse, returned packages to sender under the information that we had since moved (weeks before we our lease ended!).
All in all, an unpleasant experience. Will not be returning, and will be recommending my colleagues and friends the same.

I lived in Flats130 from Aug 2013 to Oct 2015 and really enjoyed my time there. The neighborhood is close to everything (cap hill, Chinatown/​Gallery Place, downtown, Union Market, etc.) and the building staff was incredibly courteous. Iglal (conceirge) was like a family member — she even sent me a gift when I bought a place and moved out. Svetlana, the Resident Manager, was equally efficient in responding to concerns and questions and even helped me with my move out.
The apartments themselves are fairly quiet (esp now that the nightclub has shut down). I never had any noise issues with my neighbors or even the courtyard which my apartment was over.
The amenities — gym, pool tables/​game room, courtyard with grills, and pool — were all in excellent condition and were great to have onsite. I would recommend getting a tour of the full property when you move in — I found out after I moved out that there was a conference room available on the mezzanine level.
Personal recommendation — if you want to meet people/​make friends in the building attend the free fitness classes, socials, and hang out in the mezzanine. And don’t hesitate to chat with people in the elevators — that’s how I made many friends.

This is a relatively new building with a slew of amenities and convenience. The building itself has a ²⁴⁄₇ front-​desk concierge, which for a young woman new to the city, is a nice added sense of security. The front-​desk holds packages, coordinates key hand-​offs (for house sitters, dog walkers, etc), and holds dry-​cleaning. The building also has on-​site, secure, basement parking, storage units, and bike storage. The community amenities include a pool, a large club room, a decent gym, a grocery store on the first floor (!!!), and a pet park. If you’re a twenty something with a dog– you’ll be super here as there are tons of friendly dogs and the pet park is a nice perk.
Units are new and well-​kept. The maintenance system is all digital– so whenever anything went out, from a lightbulb to a clogged drain, a few clicks later and it would be taken cared of. We had a few small things, like a funny drain and air filter during out 18 month stay and within 48 hours both were fixed. Again– as a professional, convenience has to be king. If you have a unit about the 6^th floor, you can count on sunny units as the building faces south.
As far as the neighborhood, let’s keep in mind NoMa is an «up and coming» area. There is a lot of growth and change. Union Market, food trucks, the beer garten, etc. are all signs of redevelopment. However, NoMa is near Union Station and a few shelters, so yes, there are signs of urban living such as pan handling and occasional disruptions in the street. Do I feel safe living in Flats 130? Yes. Is there anything beyond what the building is already doing to help curb these things? No. The building is part of a community police initiative, has lobbied MPD for an officer on 1^st and M, and has been improving its in-​building security.
All in all, Flats 130 offers a competitively priced unit with unparalleled convenience. We are 50 feet from the red line metro, a 15 minute bike ride to the Mall, and 15 minutes from the 395. The units are new and benefit from a very speedy maintenance team. I would recommend it as a great first landing spot for young professionals tight on time looking for a safe, accessible, and modern place to live – without breaking the bank.

I lived in Flats for about a year and recently moved out in July. Coming from California I picked it sight unseen, and initially was impressed when first moving in, into the luxury apartment. Soon after I was wrong. The apartment itself is a great infrastructure and above a harris teeter, but during my year it was capped off with many weird events, glass in the pool, gun casings in the pool, and recently a shooting on the 6^th floor. The late night shift concierges are not that great, to the point that I asked to open my apartment due to leaving my key in, the concierge was so drunk that they ACTUALLY LED ME INTO THE 2ND FLOOR TO GO INTO THE SYSTEM AND RETRIVE MY KEY, giving me the passcode. It was about 2 others there and took roughly 3 hours for us total at night.
The Managing staff isn’t that great as well, but I do think the leasing agents are good.
To top it off I received a call from collections due to an unpaid balance of $ 240.00!!! months later, was never called and found out they never mailed my forwarding address the bill, but mailed my old address of FLATS 130, total incompetence. Moreover it was over a charge of paying the egregious $ 250.00 parking for the month of July, in which I moved out July 1, which I am now currently disputing for collections. If you are going to move to NOMA try AVALON or the other ones, is which I did and I am much happier now.
I pay $ 2400.00 a month in rent, for an unsafe environment, incompetence by staff, and to top it off a current dispute by collections. If you do choose to live here. you have been warned.

I lived here for 2 years. Beautiful building with some really nice amenities at a price better than most comparable buildings in the city. A couple major flaws, though, that made us incredibly happy to finally leave.
1) Management. You know how you feel when dealing with Verizon or Comcast and you get the sense that they are going out of their way to make your customer service experience bad, and that they’re going to screw you at every opportunity? This felt the same way.
One issue we had were college students (part of some program) living in the building. Residents in this building are choosing to pay a premium to have a nice, well kept building with lots of amenities. College kids who are obviously not paying the same (or are being subsidized somehow) and have probably never lived in such a nice building on their own are going to annoy the hell out of young professionals. Constantly hanging out in common areas, crowding up the gym, abusing the pool to the point that restricted hours had to be enforced, being loud, preventing paying residents from enjoying what they paid for. I heard, but can’t confirm, that management also lets them live 4 to a unit while paying residents were limited to 2/​unit.
Another issue was whatever was going on on the 6^th floor. Apparently some kind of inclusionary zoning or whatever. Either way, I work from home a lot and would constantly see people just hanging out all day who obviously weren’t paying nearly what I was paying (unless hanging out in the club room pays better than I think it does). And there were problems that others have written about involving bullets. Speaking with management about our safety concerns was shockingly useless. We were repeatedly told that it was «an isolated incident» — and it got me thinking, aren’t all shootings isolated incidents? We were also told that there was nothing they could do other than hire security guards (who sit in the lobby playing on their phones, don’t look up as people pass by, and even HOLD DOORS OPEN FOR PEOPLE COMING IN FROM STREET WITHOUT CHECKING IDs). Nailed it.
Finally, leasing office will lie to you and say that certain things require «corporate approval» in order to delay dealing with you and use as a cop out for dealing with you altogether. This happened with our 60 day notice and our month-​to-​month rent rate following our initial lease term. Both instances proved not to actually require «corporate approval», as we later found out, and simply required the GM of the building to pull a month-​to-​month rate out of thin air.
2) Neighborhood. Despite what we were told, and what many continue to say, NoMa is not an «up and coming neighborhood». NoMa is a very rough neighborhood. Used to be called New York Ave before it was re-​branded and flattened to make room for new buildings. New York Ave was one of the roughest (if not the roughest) neighborhoods in DC, so now you have a pocket of young professionals literally surrounded on all sides by what used to be the New York Ave neighborhood. Living here, you will see between 2 and 5 crack heads every single day, starting the second you step out of your building. They will harass you, swear at you, ask for you money, etc. After a while, it forces you to put your ‘armor’ on and be a cold-​hearted person. Not a good feeling. There are housing projects one block west on M Street, which my fiancé and I discovered as a rifle was pointed at us from the back of an SUV as we were walking to the library one Sunday afternoon. We didn’t walk that way anymore, but it is still one block away.
There are really no bars or restaurants within reasonable walking distance, except for a couple chain restaurants around the corner. The beer «garden» next door would more accurately be called a beer «empty construction lot», but its better than nothing and they have decent beer.
Looking back on my experience, I definitely would’ve taken a lesser building in a nicer/​safer area of DC for a comparable price. If you must live in NoMa, definitely try one of the other buildings.

I’ve lived here for three years. It’s an okay place to live. Conveniences — Harris Teeter, proximity to the Red Line and Union Station. Building maintenance is outstanding, very responsive. Concierge has always been great.
I’ve been waiting for someone to open a decent restaurant or pub within walking distance. There’s nothing here absent getting in a car or taking the train or, perhaps, walking up to Union Market.
The neighborhood is still dicey, from a safety perspective.
But the BIG problem is the fire alarm system. It constantly gets tripped, and blamed on the Hilton around the corner, which evidently shares the fire alarm system, though God knows why. It persistently goes off, very often early on weekends and Holidays, and seems to be difficult to turn off — around Labor Day, it relentlessly sounded for more than an hour. It’s loud, and piped into your apartment.
More importantly, in a «boy who cried wolf» sense, no one vacates the building when the alarm goes off. I mean NO ONE. God forbid there is a fire, you’d have a massive tragedy — not to mention a massive class action law suit.
You would think the building would make an effort to make the situation better.

I’ve been here for about 3 months. I very much enjoy the complex and any problems with my apartment has been quickly addressed and taken care of. My only complaints has to do with the very slow elevators, especially when someone is moving in and the trumpet player outside my apartment every morning at 8am (nothing the complex can do about). Also I wish that the gym had more weight lifting machinery instead of many cardio machines that don’t work 100%. Plus the parking garage needs MUCH better markings and accurate signs
In regards to the shooting that happened, this is DC and the entires city’s crime rate is up 29%. Hopefully management has taken proper precautions to ensure that was an isolated event.

The building Is absolutely gorgeous, and living above Harris Teeter is extremely handy. The Metro is very close to us, and the apartments themselves are very nice… BUT
(1) The fire alarm is atrocious and goes off VERY frequently. The system is setup to trigger the fire alarm in our building if someone three buildings down (Hilton hotel) sets off their room smoke detector. This issue alone is enough to warrant not living here. Management has made it clear that this will not be fixed.
(2) The neighborhood has definitely been struggling to gentrify. In the past month there have been multiple murders in the immediate vicinity, including a shooting INSIDE FLATS 130. Management’s response was to put a «security guard» in the lobby, who literally sits in the chairs and plays on her tablet all night. This doesn’t make me feel safer.
(3) The management company itself (Bozzuto) is by far the worst building management company I have ever dealt with. After 18 months at Flats 130 (140 side), I am moving to another building and have actively avoided any building run by Bozzuto. Their web platform is terrible, maintenance doesn’t follow through (2 – 3 tickets per issue to be resolved), the leasing office seems to be completely disorganized, and management almost never returns calls.
(4) Although the apartments themselves appear to be quite nice, they are already falling apart. The wood flooring is lifting and makes a TON of noise when you walk on it not (we were the first tenants in the unit, and this took about 6 months to deteriorate). The cabinets have required multiple hinge adjustments /​replacements, and our washer and dryer have been replaced/​repaired on multiple occasions.
It’s just not worth it.

Not good. Per the SHOOTING over the weekend, security concerns are obviously not being addressed and management did not even bother to show up at a meeting last night to address them. Piss poor.

I’ve lived in this building for about 3 years. Unfortunately, the nice things about living here are quickly being outweighed by the not so nice things.

— The architecture is nice and building/​amenities are well built for the most part
— Conveniently located to Union Market, Wunder Garten, and other cool stuff in NoMa
— Cheap utilities /​energy efficient building
— Floor to ceiling windows in many units
CONs
— There was a recent shooting in the building allegedly related to drug dealing, as other reviewers have discussed in more detail. There have been several other incidents in the immediate area. Aside from placing a temporary security guard in the lobby, management doesn’t seem to be doing anything serious about it or providing any details. Lack of building safety and transparency is a major factor in my negative rating.
— Amenities are not especially well maintained by management. Particularly the grills.
— Elevators frequently have issues or are booked up. The building seems to have high turnover.
— The doors are poorly set with large gaps on the frame on many units. So while the walls are concrete, lots of noise comes in from the halls /​adjacent units.
— Management spams you with lots of unimportant, unnecessary emails
Bottom line: for the price, you can probably find something better.

Glad I didn’t decide to live here! When I initially toured it was so strange. I went into the lobby, was ignored by the conceirge for an unacceptable amount of time, then was told to head upstairs to the leasing office. I walked in the leasing office, and was ignored by two ladies sitting at their desk clicking away on their computers. After 30 seconds of awkwardly standing there I was like «Hi, I am looking for an apartment, am I in the right place?» One lady, who was clearly annoyed, responded that I was indeed in the leasing office and I was told to take a seat.
Ultimately, I was shown 2 apartments, one of which someone had clearly just moved out of. How do I know? The carpet in the bedroom was filthy, literally gross. Out of the hundreds of apartments in the complex is this really the one they choose to show? Weird. I was shown a second apartment which was in acceptable condition, and I actually almost applied for it. But after considering the options after my experience here, I decide against it. Why? I just felt that if this was how I was treated in the initial tour, I was better off not renting here!
Beware, as others have mentioned, there was a shooting within the building two days ago. There have actually been 2 murders and 1 attempted murder within the IMMEDIATE neighborhood within the past 10 days.

Stayed here for over a year. Pretty overpriced for how much crime and unresponsive management you have to deal with. If you’re going to spend this much money just go to Avalon instead

If I could give the building zero stars, I would. And too bad, because it hasn’t always been this way. When I first moved in, the management was responsive and amenities were kept clean and in good working order.
And now? On top of the the total decline in management and cleanliness, there was a shooting on the 6^th floor of the 140 tower. (As well as potential drug dealing? Eeek!) Not that I found that out from management, I had to go to reddit for that. Not only will I not be renewing my lease, I will be warning as many people as possible to stay away.

It’s me again. Guess what? Somebody got shot in the hall way last night. With a gun. And there’s blood all over the walls and floor of the hallway. Everything I wrote before is now irrelevant because if you move here, you now need to worry about stray bullets from a hallway altercation piercing through your walls and harming you or your children. Stay away. Your life may depend on it.

Have warned management about drug dealers on the sixth floor time and time again. They have done nothing and prefer to actively ignore the issue. I ride the elevator everyday. I hear explicit conversations and I have eyes. Now the elevator I ride is unsafe as there was a shooting inside the building last night around 1:30am. The sixth floor is stained with blood– on the carpet, on the walls.
Besides management’s incompetence during my tenure here I really enjoyed living in this building. Now I am looking into a new place to live. Thanks a lot Flats 130 Management.

I’m only staying here two weeks while watching a friend’s dog. It’s kind of a high end college dorm. Nice physical plant, great for dog owners. Youngish residents, a few entitled DC crat types.
The two worst things are ridiculously low water volume in the showers, to save money I imagine. Thin walls where you can hear music and people dropping things on the floor.

Just moved out of Flats 130 after 3 great years. We worked with Svetlana from move in to move out and she was always easy to work with. Now that we’ve settled into a house in another state (moved because of a job) I will remember Flats fondly! :)

— Living above the grocery store is the greatest thing in the world!
— Perfect for dog owners
— They offer free catered events with open bars like happy hour and holiday parties.
— Made many good friends in the building
— Quick to respond to maintenance requests
The Less Good:
— More and more really young, loud and drunken people seem to be moving in.
— Pricy (but nothing out of the ordinary for DC)
— Not many restaurants or bars nearby (walkable)

I’m surprised to see all the not-​so-​pleasant comments on here. We’ve been living here for about 6 months and moved from a building closer to chinatown. So far it’s been great, and we hope to stay a long time!
Like the others mentioned, there are the usual annoyances of living in a building with other people. We are 2 doors down from the pool, and i’m sure that will get old in the summer, but the conveniences outweigh the downsides. Here are the best parts:
— Location so close to the red line!
— Union market, H set, Union Station, I395 are all so close by
— Many public spaces
— I feel quite secure in the building, even if the neighborhood is still evolving
— Whenever I’ve had a maintenance issue it has been resolvedin 24 hours or less, they are on the ball!
— The public spaces are kept well and clean
— Many opportunities to socialize and meet your neighbors
— The dog park is often hosed down (even if it gets a little smelly and backed up during rains)
Overall this is a great place to live! And I do think that the management tried really hard to keep the residents satisfied.

There are many things I enjoy about living in this building. I love being so close to the metro and have the grocery store so close. I also like the layout of the apartments (though they must have planned for giants to live here because being 5’4 keeps me from reaching the shelves, the shower nozzle and the peep hole for the door. What is extremely frustrating about this place is the disgusting people that live here. It is basically a frat dorm with empty and not so empty pizza boxes left in the hallway almost every weekend. The absolute most frustrating thing is the gym. Now, I really like the gym, but the air rarely works. I feel as though I am always complaining about how hot it is. They have fixed it a few times, but some how it always ends up broken again. I work out every day. Luckily I work out at 5 in the morning, because if I worked out in the afternoon I would be afraid I would pass out from a heat stroke. The gym needs to be cold. People are running 5 miles and start sweating upon walking into the gym door. It is unbearable. The people showing the building and units to prospective residents are proud of the gym and the pool on the roof, but if they would spend more than a minute in here, those people would feel the truth. Or maybe they don’t care about the gym. Us gym comrades are dripping and wiping our brows with towels and all agreeing that this is ridiculous. If you see a resident here leaving the gym, they will most likely look quite angry. Which is the opposite of what the gym should do for you.

Do not get anything shipped to your apartment address that you actually want to receive!!! 2 online purchases have disappeared within the last 2 weeks. The retailers are not going to reimburse my money because on their end the packages were signed for, just not by me. This service by the concierge is supposed to be a benefit not a detriment! They tell you they will call you to follow up and that doesn’t happen.
Unfortunately, this is just added to my opinion of this building and whether I will renew my lease. That month can not come soon enough.
Moral of this rant, get purchases shipped to your work address. I had to learn a hard bad expensive lesson!
