Haven’t been here in a few years but decided to go once again with the family. The salsas they brought were extremely delicious. One seemed like it had just been made. My family and I ordered a «parillada» of meat and seafood. That itself was good. However, we each got a plate of rice and beans and at least 2 of them the rice was cold. Our waitress didn’t come to ask us if everything was okay if not we would have told her we had cold food. It was bearable so we ended up eating it– we were hungry after all. The service was pretty bad. Not only did we have to wait for our waitress forever it got to the point after various attempts to catch her attention one of us actually stood up and went up to her and asked her for more tortillas. We did go on a Friday night but I wouldn’t blame it on being crowded since it seemed she was sitting down at one moment and in another moment just standing around talking to other waitresses. It’s safe to say we will no be returning anytime soon.

We haven’t been here for quite awhile, trying other places always searching for better Mexican food, but I think we’ll be back to making this our«go to» Mexican restaurant for the future. Fresh, delicious assorted salsas(the green was outstanding!) and great guacamole was a great start. Our food arrived in a timely manner, pleasant bonus with a full crowd on a Sunday night! It was all delicious, hot and fresh. I had steak tacos which were juicy and flavorful, one of my sons had a chicken dish that was tender and well-seasoned. My other two boys had a steak burrito and kids’ steak taco with fries. All of our plates were empty by the end, so that’s a winning meal in my opinion. My kids raved about the food, commenting that we should have skipped trying other places and just stuck with Toluca :) The only complaint? The menu offered too many choices!

AWESOME! Great Great Great Food. Service was eh. I almost sent a search party for our waitress at some point. The Staff is very friendly and the food is always good. Last time I had steak tacos and a steak burrito. My husband snarfed down the food before I knew what he ordered. The building is dated and run down but its worth it. The place is packed on the weekends. One night we went in and heard a Mariachi Band and turned around and walked out… As for authenticity its spot on.

Had one steak taco, one barbacoa taco and one tripas taco. All three were tasty! Their salsa verde was great too! Got food to go but sat inside and waited for my food. The atmosphere was great and lively. They have a nice selection of hot sauce at each table.

I think these reviews are a bit off and people are confusing this Tolucas with the one on 10th. Tolucas on Washington is the real deal! Great food, clean, and great service with good music. I LOVE the live music on the weekends its a very family oriented restaurant with great authentic Mexican food. This is definitely not your typical hole in the wall Mexican restaurant. Also you must try a cantarito it is a must!

Pros: Very authentic food, overall pretty tasty on the majority of dishes. Cons: Dirty, grimy restaurant. Sticky tables. Loud and cramped. Obnoxious Mariachi band endlessly circling and standing right in front of your table for ten minutes making your meal the most uncomfortable experience ever. There are many, many, MANY other places in Waukegan where you can get good, authentic, cheap Mexican food without the cheesiness and bands begging for money while you try to eat. That was really a dealbreaker for me.

I was in for dinner a few weeks ago for a friends birthday, I thought the décor was nice but, it was definitely in need of some good old fashion soap & water, our table had a sticky surface. We ordered a carne asada which should have been a no brainer but i was wrong. No seasoning on the meat and very chewy(cheap quality) my beans were running off my plate and the rice was too bland. The only thing that kept me from a empty stomach was the few dos equis beers I had. The service wasn’t bad but we didn’t see much of our server. I will stick to my usual Mexican restaurant

To make a long story short, this is the best Mexican restaurant in Waukegan, hands down. I like to order the Michelada drink, which is a spice, salt, lime and clamato paired with your favorite beer. The Tostadas de Ceviche are real good, very lime-y. Also the Tacos de Carne Asada and Enchiladas de Mole and Suizas are winners!!! Don’t forget the Flan Napolitano for dessert!!!

This is the real deal. Great authentic food, and reasonably priced. Had the whole snapper with the Diablo sauce. Will definitely revisit when in the area.

The food here is as authentic as it gets. We went in for a late dinner and the place was PACKED with hispanic families. The place was a little over done in terms of décor, but that could be because they were decorated for Christmas. The wait staff were fairly speedy. I got the Lengua dinner that was made just right. It was one of the more tender lengua I have eaten. They also had a pretty big selection of imported Mexican beers that went well with my food. The tortilla chips were fried in LARD with is the authentic way to do it. 5 stars for authenticity 4 stars for overall experience

This place is just good, I get to eat a lot of Mexican food and man do I love Mexican food. The food and drinks are top notch stand Mexican fare. The salsas are better than most and they put 5 on the table so that everyone can be happy. The service is always looking to please and take care of the consumer.

Recently went here while going to our son’s Naval basic training graduation. We love Mexican food and are always on the lookout for good Mexican food. We asked the desk clerk at our hotel where the best Mexican restaurant was and she told us Tolucas was very good. It was close to our hotel so we thought we would give it a shot. It was so good that we ate here twice in the 4 days we were in Waukegan. They bring out 4 salsa choices, all of which were very good. The chips were okay, not the best I have had. We ate the beef chimichanga the first time we were there and it was delicious! The second time, I ordered the same thing. However they brought me a chicken chimichanga instead. Normally I would have them take it back, but it was very good so I just ate it anyway. My husband ordered the civeche tostadas. I think that it what is was called. He asked me to try it and it was delicious as well. The staff was friendly and you could tell it was a local favorite. I don’t think we will ever get back up to Waukegan, but you can bet if we do, will will go back to Toluca!

Get the steak tacos with avocado and hand made tortillas! I love eating tacos here and a SOL beer on the side. Last time i went on a Saturday there was live music… a great touch. Get the tacos, get the tacos, get the tacos! Im Mexican and I approve this message.

I know local people like Toluca’s. Maybe it’s because the area is lacking really great authentic Mexican restaurants, so they settle. I’m not a fan. I like tacos. Love tacos. But I have a problem with tacos that seem to be recooked. I’m definitely not a fan of charred tacos al pastor. Seriously, the last 2 times I had them there I felt like I was biting into carbon, they were that charred. Same for the carne asada tacos. I stopped ordering tacos and then switched to the tortas. They were just«meh». No big deal. Unless I’m invited to go there and have no choice I don’t visit this restaurant. Maybe I have to give it another open-minded shot. Who knows.

Go here if you want good Mexican food. As someone who lives most of the year in SoCal, its a hard adjustment to the Midwest without amazing Mexican food at every corner. Toluca #2 is as good as it gets around these parts. Delicious tacos and easy on the wallet.

With the clientele being almost exclusively Latino, I had high, high hopes for this establishment. Sadly, it did not deliver. My mango margarita did NOT taste like mango. That made me sad. While I initially appreciated the multiple salsas that were set out with the chips, I made the mistake of trying the one that was served WARM before the others and messed up my taste buds for the rest of the evening. As soon as the warm salsa hit my tongue, every single instinct I possessed made me push it out of my mouth with a very quick and precise DONOTWANT. Warm salsa, really? I know this is not totally uncommon, but I just don’t get the appeal and wish places would knock it the hell off. The flautas were unimpressive, as were the rice and beans. Then again, my taste buds had been traumatized. Nope, nope, pretty sure everything was bland and unimpressive. I hate when places are stingy with the avocado. This is one of those places. Not great. But the live music was nice. And my waitress was kinda hot.
