Located in the North part of the city, Hirano Shrine is definitely one of the prime spots to do hanami, flower watching. During the two-​ish weeks the Sakura are in bloom, expect massive crowds.
it goes without saying that the flowers are stunning and plentiful. What is also abundant is the outdoor seating set up for visitors to eat their street stall foods on, and drink beer while relaxing with friends and coworkers. I believe you can also pay to rent a stove to do small grilling on, or reserve a space for large parties.
