While indeed one of the shortest streets in york (if not the whole of england lol) theres a lot of history behind whip ma whoop ma gate. Including being the location of the city pillory (Device used for public humiliation /​torture). It was also a location used for lords and governers for public speaking so with that said it indeed holds a lot of history and might be worth a visit if your in the area.
