Ms. June Tseng was the absolute worst landlord that I have ever had. In particular, obtaining our security deposit back was an absolutely heinous experience, that involved us suing Ms. Tseng in small claims court. Landlords in CA are required to return your security deposit within 21 days, or «Mail or personally deliver to you an itemized statement that lists the amounts of any deductions from your security deposit and the reasons for the deductions, together with a refund of any amounts not deducted.»(source: ). Ms. Tseng did neither. Our security deposit was not returned, and we did not have a complete list of deductions(she sent us the rest of the list at a later date, past the legal deadline). During our residency, some of the master tenants left, and new ones came onto the lease. This was done in full knowledge of Ms. Tseng, and we all signed the documents indicating the change of master tenants, that Ms. Tseng herself drew up. She also signed her documents. She was fully aware of the current master tenants, at the end of the lease. When it came time to return our security deposits, Ms. Tseng claimed delays. In addition, when she finally did send us a check, it was made out to the *original* people on the lease, thus effectively making the check useless(one of them was in Australia, which Ms. Tseng was well aware of). We communicated this to Ms. Tseng several times, to no avail. She hired a lawyer, and demanded that we obtain«release» documents from the original master tenants. We did so(including from the person in Australia), but Ms. Tseng still did not write us a new check. In fact, in small claims court, she told the judge that she believed that we had forged those documents(we didn’t, and we were still friends with the prior tenants – they happily gave us the documentation requested by Ms. Tseng). After writing a bogus check that was not cashable, and no longer responding to us, we were forced to sue Ms. Tseng in small claims court. Ms. Tseng was completely avoiding all communication, and even wouldn’t answer her door. We had to hire a process server to serve her the court papers. Once we were in court, she attempted to tell the judge that she was never served. Since the description in the service papers matched Ms. Tseng, the judge did not believe this claim. We eventually won in small claims court, thanks to our excellent judge. Ms. Tseng was claiming thousands of dollars worth of damage, but the judge finally ordered her to pay the deposit back to those of us who were lastly on the master lease – minus $ 500 from our deposit. For all of our pain and emotional suffering here, it was disappointing to us that the judge awarded Ms. Tseng even a penny, but such is life. In court, Ms. Tseng asked the judge about an appeal – which is her legal right. She ended up not appealing, and returning the judgement to us(deposit — $ 500). Because of this experience, I cannot recommend that you rent from Ms. Tseng.
