This is a bait and switch property the managment is constantly changing and the people in the office are never in the actual office which is short staffed. I moved in on July 31st, 2015 and I regret it and wish that I stayed where I lived originally. The washer and dryers are old and decrepid they barely work if you dont live in an apartment with washer and dryer don’t even bother. Your utility bill is bound to be well over 100 $ per person because the one thing they dont tell you before you move in is that the complex does not cover anything. You pay for sewage, garbadge disposal, fire, and other misc fees on top of your utuilty bill. My rent was 340 $ and every month I was paying way over that. Your utility bill is automatically 40 – 50 $ without any actual usage. They moved me into a roach infested apartment for about two weeks there was eggs hatching and I couldnt even cook for myself nor my boyfriend without roaches coming out. they finally moved me into a more suitable place but I cant not wait to be done with Chartre Oaks Apartments their incompitant staff, the expensive utility bills! BEFORWARNED !!!

Always issues with management and maintenance, no matter how often you call or how much you complain. It is a very loud/noisy complex and is consistently dirty. Old apartments with old appliances and a lot of maintenance issues=Utilities are consistently extremely high. Be warned-Do not sign unless you have no other choice as they will lock you into a lease you will not be able to get out of. Pool and laundry room are always gross. To top it off… The pool is frequently full of non-residents. I’ve seen people come and go just for the pool on a hot weekend day.

This place is by far the worst place I have lived in my entire life. Maintenance is slow because they have just one person working for three different complexes. First problem: a huge crack in a bedroom window(about 1.5 feet long), which took them about a month to finally replace. Second problem: the oven overheated and completely charred food. I am a very competent cook and this isn’t a human error issue. It was also a fire hazard. My husband burnt his hand by just touching the outside of the oven door. Maintenance said that«When the oven’s turned on, it’s like the heat keeps going up». The oven was finally replaced after I lived at charter oaks for about 2 months. Problem three: the dishwasher did not work. I first noticed a problem when my kitchen flooded due to leaks in the dishwasher. Finally, a replacement came after we had been living at Chartre Oaks for 6 weeks. Problem four: Something is wrong with the pipes in the bathroom. We’ve been noticing a little bit of water on the bathroom floor for the past couple of weeks, but recently, water started spewing out of the tub drain and the bottom of the toilet at the same time. So now, we have to worry about a contaminated bathroom. The sink leaks constantly as well. Maintenance came to look at it, said it was someone upstairs that clogged the pipes, and told us to just«keep an eye on it». Problem five: Our freezer does not freeze. Maintenance has been out, but the problem has not been fixed. All of my frozen foods are in the front office’s freezer because mine has not worked for the past three weeks. Problem six: for the majority of the time that I have lived here, the pool has been overfull and cloudy. And finally, the worst problem of all: I should begin by explaining that I am an artist, and I was keeping several drawings in portfolios in the smaller of our two bedroom apartment. Because charter oaks decided to cut corners and put a «temporary fix» on a leaky room(this according to maintenance), several of my pieces of art were water-damaged when we had a big rain. Not to mention the carpet was soaked. By my estimate, $ 4350 worth of artwork was damaged and ruined. Last I heard from the office, they said they were«getting quotes from professional roofers». I have had to call the police twice since I’ve lived here(a total of 2 months) because of noise and insanely ranting residents. I have seen police here a total of four times already. I do not feel safe here.
