The Spring Valley Lake Association does not comply with the water conservation standards set forth by the city. Despite California’s current drought, the association continues to enforce yard and lawn regulations that cannot be maintained by the residents during increased water conservation efforts by the city. Examples of harrasment by the association include fines for spots of dry grass and grass over 3″ tall. Simple research shows that grass between 3−5″ tall requires less frequent watering. I agree that it is important to keep up the good looks of the neighborhood but to hand out fines for something that helps conserve water during these times is wrong!
