Seattle Permanent Makeup with Regina Celeste

Regina is a delight to have had work on my eyes. I found her by her Groupon listing and was only going to be in that area for a short time. She kindly fit me in when it was most convenient for me and spent a long time making my permanent eyeliner look fresh again. She uses a ‘hand tap’ method so no buzzing ink applicator.
I’m very pleased with the results! She said to come back for a free follow up in the next trip. (within a year)

Regina is a lady with an eye for balance and beauty — and she always strives to do the best job! I have found Regina to be empathetic and consistent in the results that she has achieved with my permanent makeup. Colors and shapes were balanced and she achieved definition to my face that I have not seen before. I was ecstatic with the results. Yes, it is a long procedure ~ but I felt comfortable in Regina’s hands because she shared the steps of the procedure (s) and follow-​up visits with me — very professional. Several months ago I finally decided to get my eyebrows done, and was lucky find Regina Celeste. When I went in to see her, she really took her time to establish a perfect color and shape for my face. I had very light eyebrows with little definition, and always felt bare without them. Throughout the two hour process, she was making sure that my eyebrows were perfect. She definetly has an eye for the shape and color for each individual, and she went the extra mile to make sure I was happy with my eyebrows by calling me the next day to check in. I would definetly recommend her to anyone looking to have permanent make-​up done. I will be going in for my touch up next week, Thank you Regina! Donna S.

I should have listened to my gut on this one. Unfortunately, since I’m writing this review I did not. When I came in for my appointment I had my eyebrows drawn on the way that I always do. Regina suggested that we keep them thin so if I wanted to change them I could. I did agree to this because I thought it was a good idea. After sitting through her session, which took three hours… I was not completely satisfied with the way they look as they were a bit uneven. However, this is not the reason I have any complaints. After a day or so my eyebrows scanned unbelievably bad and once the scabs fell off there was almost no pigment left. I am someone that is covered I tattoos and am fully aware of how to take care of the work that is done me. Obviously I was irritated that I not only spent three hours (I have very large tattoos on my body that didn’t even take that long) but I still have to draw my eyebrows on every day. She called multiple times within a few hours one day to see how I was healing. Not only did I find that completely unprofessional that she blew up my phone but I did not appreciate that she tried to tell me that this experience was normal. Please DO NOT waste your money here. Go to a reputable tattoo artist or permanent makeup artist who has been doing this for years. Regina is a pleasant person but she does not know what she’s doing. Beware of anyone who marks your skin and does groupon deals…

This girl knows her stuff. I’ve had my eyeliner tattooed before but never knew it was an art until I bought a groupon and met Regina. She is so careful to give you just what you need and come in as many times as you need to achieve perfection. After the initial tat a second treatment is always needed no matter who you go to. Both my appointments were a great experience. My eyes look fantastic.
Regina is a kind and empathetic person who told me as she was tatting my eyes that she lets the eye guide her. I am so happy with my eyeliner (both upper and lower lids). I feel so good about her work I referred my mother to her for her eyebrows. Due to a car accident my mom had serious facial trauma and she has had her eyebrows tattooed many times, with much disappointment. NOT THIS TIME! Her brows look incredible. Soft and natural with a gorgeous arch. I would refer Regina to anyone who wants to look good with beautiful eyes every morning! Thank you Regina!

Regina did my brows in December 2014. I had a Groupon coupon and I felt that she gave me the same professional service as if I had paid full price. She is very skillful, and she listens to what you want your brows to look like. I felt my brows turned out exactly like I wanted them to.
The tattooing was painful, but tolerable. I don’t blame Regina for my discomfort. It’s just an uncomfortable procedure.
I am 71 so a lot of my brow hair has disappeared in recent years. I feel that I look presentable without make-​up (if I get caught without any on), but I always hated to have people see me without brows. Brows are an important frame to the face.
Now, as I brush my teeth in the morning, I get to see wonderful brows, too. I couldn’t be happier with her work.
We went out-​of-​state right after my brows were done, so I will go to the follow-​up appointment when we return in April. In the meantime, I have just used an eyebrow pencil to fill in a little bit. But I couldn’t be happier with the overall result.
Regina takes pride in doing a good job for her clients. I would highly recommend her.

I found Regina off a Groupon, first red flag! Anyone selling their services on Groupon probably are grasping at whatever customers they can get, even at highly reduced prices.
I arrived for my first treatment on a Sunday, I arrived a fully closed salon in Bellevue & Regina was the only person there. Odd… I met with her for a consultation and she began tattooing my eyeliner on soon after. She was very high energy, scatter brained and talking to herself at times. The procedure was very uncomfortable, I’ve had many tattoos done however she has a very light tough with the tattoo gun so it almost hurt worst because she wasn’t aggressive enough.
After sitting in the chair for 3 hours to get lash enhancements (tattoo between your eyelashes) she was finally done. I looked in the mirror and couldn’t notice any change! I was in shock!
I did come back for my 2^nd appointment because I wanted to get my moneys worth, this was supposed to be the final session where she does the actual eyeliner on the lid. She called me early that morning to tell me she had a cancellation and would like to see if i could come in earlier, so I moved my childcare around to accommodate. Once I arrive at noon as she requested I actually ended up waiting in the lobby for 40 minutes because she was now running behind schedule. When she finally brought me back she began tattooing my eyelids and again 3 hours in the chair later, I looked at her work and was in complete shock! I said wow they are uneven. She immediately replied I know that, I wasn’t able to get them to look the same so you will have to come back for another treatment. She then began rambling on about how all her customers love her and she never has received any bad reviews online. Well Regina here is your first bad review. You suck and need to stop tattooing people.
Later I looked up the department of Washington Licensing Board and couldn’t find any license issued to Regina Celeste for Permanent Cosmetics, so unless she has a different name she isn’t even licensed in this state to preform these services which I’ve notified Groupon of. Luckily I was able to speak with Groupon and send them pictures of my poor service and they issued me a full refund. About a week after the second treatment the entire portion that Regina tatooed came off, she had only tattoed the very top layer of skin so as my skin shed the ink came right off and now i have a few random dots across my eyelids.
