With so many Chinese places in the area, the only way one could stand out is if is very bad or unremarkable. Chang Sheng(located in the Waterford Shopping Center around the corner from Food Lion) would definitely stand out as unremarkable. I stopped in here once for the $ 5.50 lunch special which included a drink with the buffet. I certainly got what I paid for as all of the food I tried was very bland and lacking in spice. The hot and sour soup was watered down to the point that it was neither hot nor sour. If you are on a budget and prefer quantity over quality then this might be alright for you. But there is another chinese place less than a mile away called Fortune Bowl which is supposedly much better than this place. The next time I’m in this area and have a craving for chinese, I’ll have my lunch there instead of Chang Sheng.

Cheap and greasy food that is short on the flavor. WARNING! Considerable difficulty understanding the staff taking your order. They seem to get it right but I have no idea what they are saying — even the total amount. There is flavor in the food here, but it is overwhelmed by harsh flavors that overpower the subtle flavors you have come to expect and enjoy in Chinese food. There is no shortage of grease and saltiness(soy sauce or other sources) in the items. The place has the low quality and inexplicably dull color saturation pictures of menu items along with crude wobbly tables and a small unimpressive buffet(both the hardware and variety of items in the buffet are lacking). If I want $ 5/$ 6 deals on mass quantities(yes conehead fans) then this local place is where you should go. The lomain holds its own against the Fortune bowl — this is due to the poor quality of the lomain at the Fortune Bowl. The lomain is 3 stars(a-ok) in my opinion with the other menu items(especially the soups) falling at 2 stars. The general tso’s chicken is plentiful but overpowering with a simplified sauce. Too much sweet in my opinion on plentiful but stringy chicken. I think this place is fine for college students and those with that mentality of simple and plentiful food is better than paying a bit more and getting enhanced flavor. I never get the all you can eat buffet because I can’t ever finish the similarly priced entrée. Given the choice I would rather not glut myself on so-so Chinese food when a) the food isn’t good for me, and b) the ambiance of the restaurant is even worse for me than the food. I would rather eat this food at home. If they turned off the lights I might be able to eat at this place in the dark. Order in advance because you don’t want to spend more time than you have to inside this place. They have the typical over-priced drinks(which they stiffed me on for two different occasions where I had large orders of 5 plus lunch combo entrees). Check your order and all that it should come with to make sure you aren’t missing anything.
