Westview Heights

I am currently trapped in a one year lease. We have resided here just under six months and our neighbors are constantly so loud from early in the morning with screaming kids to late at night with older kids smoking weed outside the garages and fighting. My neighbors have piles of trash on their balcony including dirty diapers, they leave trash outside and their kids are so unruly.
Management doesn’t call me back when I complain. I have to hound them and when I do finally talk to them they tell me they are doing all they can and they are sending notices. Today they told me they are talking to their lawyers about it and it takes time.
It’s taken six months. Ugh
I think considering my home is essentially unlivable they would be decent and let us out of our lease but nope, we are stuck.
I feel like a hostage and the only way to get free is to pay 3 grand to get out
The apartment is great, we love the space and maintenance is incredible… I wish we could stay but honestly the day we can afford it we are leaving.
What a shame

The place was horrible, overpriced, crammed and just a bad one year lease. The wood was rotting, I felt nervous even going out on the decks at all. The masterbedroom shower was about to fall over. I sent in numerous maintenance requests to have it fixed. Nobody came and I ended up fixing it on my own with my dad. Honestly, I’m surprised they get the amount they ask for from others. For that price, and to have a toddler pool, no hot tub and no real fitness room surprises me.

We have been living here at Westview Heights for about a year and a half and I have to say it’s been pretty good!
To clarify… this is ‘apartment’ living which comes with a bit of noise from time to time because you are wall to wall with neighbors. Anyone who wants no sound then they need to be in a house. If you’re single and don’t want to be around kids… move Downtown. As for the kids around, I’ve never seen problems or police around because of them. I personally like the mix of family’s, students, older folks, younger folks and it’s a very diverse community.
As for the office management, I’ve had nothing but good interactions. The maintenance is quick within a day or 2 at the longest and always good. The property was just purchased by another company so we will see how it goes with a new mgmt company.
All in all, it’s a decent place to live for a couple years.

I really wish I could give it a ZERO! We have been here for 6 years too long and unfortunately moving is not an option as we are awaiting for my daughter to graduate High School. We moved here from California because I took a new job here. We chose this place because it was close to my new job and pretty good schools. We have been thru 4 or 5 property managers and with the exception of the first set of property managers under ANOTHER company they have all been useless! We have had the same problems with our place since we moved here! Showers leak, stove issues, refrigerator issues, mold… you name it we have it or had it! Recently we came up for renewing our lease! The increase is a whopping $ 220! Please believe if we had the ability to move without affecting our daughter’s schooling we would! I could go on and on about this place from the rude, unkempt receptionist at the front desk Kristin to the fact that I believe the increase is retaliatory, discriminatory & imposed in bad faith as we have been complaining about issues since we moved in. When we moved in I wrote up a two page list of issues that were present when we moved in! This has to be illegal to impose such and increase! I will update this as I find out more… stay tuned! In the meantime do not be tempted to move into this place!

RENTER BEWARE!!! Like many other posts… it is true and then some… the dog poo pick rules are «loosely» enforced at best… leaving a stench right outside our door. We were promised NEW appliances and was told it had air conditioning (even had the central heating/​air thermostat on the wall) and neither happened and was just told «well, we decided they were in good enough condition». they were filthy… and over 8 years old when we were told only 5… finally had to beg to get a new gasket for the stove as it was falling off. We never could use the fireplace due to the danger of metal edge getting so hot. (it too was old) There was a bug infestation discovered upon move in… and the list goes on and on… .and don’t expect to get your deposit back, not matter HOW clean of condition you leave it in. We left ours in BETTER condition than when we got it and they STILL deducted for THEIR maintainance and «touch= ups» that we already had listed on our walk –in. I tried writing several letters to Riverstone Properties and was just ignored.
There are too many other places that are more professional and honest than this place. don’t be fooled by the nice exterior of the buildings… run from this place. run fast.

I’ll start this review by stating that this is like every other apartment complex I’ve ever lived in. They have the same common problems that all apartment complexes face. In this review I’ll highlight only the things I find most troubling.
–TENANTS: Normally there are a few noisy, rude and inconsiderate neighbors in a complex but this place states the cake. I’ve been woken up in the middle of the night by drunks, fights, cops and kids at all hours of the night. The cops regularly patrol the area for various reasons so their response time is actually rather quick when you call to have the drunk banging on your door at 3am hauled away.
Based on the size and price of these apartments and the number of families in the complex, I’ve come to conclude that many of the tenants are likely families who were two income household and someone got laid off. As a result, they are now living in an apartment situation but they would like to think they aren’t. The kids that roam the complex are really dumb (running in the street, banging against walls, leaving their trash everywhere). The older they are the worst they get too. I’ve had to have police break up a group of High School males that hang out, drink and smoke pot on a regular basis. The adults seem to be blind to their kids problems, but the rest of the complex has to deal with it.
PARKING: This is actually a borderline safety issue. All the units have garages but because of the Foreclosed Families nearly everyone has two cars. There is really no parking anywhere in the complex, though at times you wouldn’t know it because people will park in the middle of the street, in front of your garage and generally speaking in the worst possible spot for everyone else but themselves. All of the street parking borders the complex and it’s a ding and dent operation. Recently Washington County Sherif has really been cracking down on the illegal parking (too far from the curb, in front of fire hydrants, wrong direction), but the main problem are the cars that never move. The older cars that someone thinks is a classic but it’s not worth parking in their garage, take up a ton of space.
I’ve had too many near misses from drivers not paying attention while driving around the complex. 99% of the time it is a van or SUV with kids in it too.
PETS: People don’t pick up after their dogs, most don’t keep their animals on a leash and the non-​stop barking dogs are unreal. I think the apartment has a policy of allowing a small dog or cat with deposit but your will regularly see Labs, German Shepards, Pitbulls and a Great Dane. These dogs are not well behaved and their owners just don’t get how much they impact the complex.

If you someone tries to talk you into moving into this complex or any other property managed by the current management company, Riverstone Residential Group, run away screaming!
Everything the other reviewers have written about WHA and RRG are true– if anything, they’re minimizing things. Based on my soon to be past experience here, plan on the following if you’ve been forced to sign a lease by terrorists or orbiting mind control satellites:
— Unending plumbing, mold, and electrical problems. No one will answer the emergency number on weekends and the office staff will never initiate work orders unless you ride them constantly. I’ve had constant leaks and breaker trips over the last year. It took six calls and a week to fix a leaking toilet. It took them four months to finally fix my freezer… after I’d lost several hundred dollars worth of food. Mostly, the maintenance staff wanders around all day with a leaf blower or takes naps in their carts (in front of your apartment no less) when they’re out of eyesight from the office. Since they don’t do simple stuff like clean the gutters, expect rain to run off the roof and flood into your front and kitchen doors during the rainy season. The siding has already started to rot as a result and is pulling away on the upper floors. I tried using the bottom bedroom as an office, but the mold in the walls constantly triggered asthma attacks and I couldn’t use it as a result. What amazes me is that the property owner hasn’t figured out what a bad job they’re doing… the lack of maintenance is going to cost the property owner quite a bit of money in the long run.
— Count on seeing plenty of garbage and vermin while you’re there too. Many people leave their cans out all week, and the complex dumpster is always overflowing except on pickup day. If you work early or late, expect to see plenty of rats. Skunks, raccoons, feral cats, and coyotes too.
— Problems with your neighbors. So far, I think getting rolled out of bed and evacuated out of my unit at 2AM because of an aborted 911 call next door has been the highlight of my tenancy. Even though their application involves an outrageous screening fee and a virtual cavity search, they somehow manage to do a horrible job screening people. If you’re lucky like me, your death metal music fan neighbor will run an auto body shop out of his garage, so you’ll get no break from the noise night or day. If you’re double extra lucky, your other neighbor will have an insanely aggressive Rottweiler and be on post-​prison supervision, with all their buddies from Sheridan and Snake River checking out your apartment when they visit. If you’re triple extra lucky, the kid a few doors down just out of juvenile justice will spend all day smoking weed and all night tagging your building and front fence. Well, at least not every night– some of the graffiti on my building has been ignored by maintenance since I moved in, so he’s probably only doing it on warm summer nights when his ankle bracelet isn’t working. Not everyone’s been awful– at least the stripper across the way yelling oh f** oh f**k oh f**k faster faster every night after her evening shift was entertaining (until she got evicted) and didn’t scrawl 4:20 all over the place.
Even if your neighbors aren’t actively making your life miserable, you’ll get to hear every TV show and conversation your neighbors have since the walls between units are paper thin. I think the place was originally intended for nuns who’d taken vows of silence.
— Plan on freezing in the winter and boiling in the summer, especially on the bottom floor and top floor. None of my doors or windows seal properly, which makes sense since there isn’t a 90 degree angle or an inch of weather-​stripping in the entire place. Even if the units had a viable heating system, the construction quality is so bad, it’d just leak out anyway. (The units do not have any cooling aside from using your windows and the lease forbids the use of window units).
— Plan on not being able to contact a responsible adult during office business hours. The office staff can only be charitably described as «undertrained and undersupervised». Take the posted hours here on Unilocal,and shave off a half hour in the morning and an hour in the evening, double that on weekends– the staff usually comes to work and leaves when it pleases.
— Plan on getting your identity stolen. Forget about office and maintenance staff respecting your need for identity security, as they’ll routinely shove legal documents in the crack of your door and leave them to blow around the complex if you happen to miss retrieving them immediately.

I recently moved out of Westview Heights after numerous unanswered and ongoing maintenance requests and the lack of professionalism in dealing with management. The management fails to deal with maintenance requests and clearly lacks book keeping skills. Some of the challenges included my neighbors being able to open my garage 3 times before I decided to lock it– closely followed by it being ripped off the opener because again a neighbor’s opener opened it. Being told the staking dryers all need to be ran at least twice to dry clothes, my shower leaking onto the floor below for multiple weeks without being fixed, and after months of complaining about my stove not working and a new part coming in, I was told «oh well» and expected to work with the three remaining burners.
Upon moving out, cleaning the entire apartment, and paying a professional carpet cleaner the maintenance staff told me that they always have «their» carpet cleaners to come in and give an estimate, always pay cleaners to clean and sanitize, and that they charge for maintenance roll-​over after each move out– which happened to include fixing my range and bath (which had been reported over and over again).

It only gets worse. When we moved out, Westview Heights sent the list of charges and the bill with postage due. We were out of town for a while and the letter got returned to Westview Heights and it clearly stated that they owed postage. Instead of putting another stamp on it and sending it again, they filed it away. I know all of this because I had to personally retrieve the letter from the Westview Heights office.
After expressing my frustration with the Assistant Manager, she referred me to their legal adviser. After one phone call and one return phone call the issue seemed to be settled. But, like a true lawyer, when I talked to him today, he suddenly «didn’t say that.» I guess, «If it sounds too good to be true…» and «If it isn’t in writing…» both apply here. He also «tried to contact (me) numerous times to settle things.» When in reality I have no missed calls and furthermore no voice mail from anyone on my phone right now.
I hoped that the stupidity and poor customer relations that I experienced at Westview were simply due to their local management, it has become apparent that screw-​you-​over is not only the business motto for Westview Heights but also Riverstone Residential Group. To avoid the stress and hassle that comes with these companies, I’d recommend ANY other option.
I’ve filed a complaint with the Better Business Bureau citing the birds as a health issue. The BBB has no power to force them to change anything, but the case will remain on record with BBB as an unresolved case.

Would I recommend renting from Westview Heights? Absolutely Not! I wish I had read the reviews before jumping into this place, so I’m hoping I can help prevent some people from making a huge mistake.
My boyfriend and I were sucked in by their ad on Craigslist last year. $ 1095 for a 3 bed and 3.5 baths! (Turns out 2 people don’t really need 4 toilets, it just meant more cleaning for me!) And here’s the kicker, the deposit was only $ 300! We didn’t have a lot saved so this sounded great. Well turns out, that deposit only applies to ‘certain people’ and ours was increased to $ 525 which still wasn’t bad. It’s amazing how nice and sweet the office staff (Camille) was when we were there interested in moving in. So we signed the lease and went on a move-​in walk through. A different lady took us on the walk through. I asked the lady how much we really needed to mark on the sheet and she made it sound as though nothing that we were finding would be counted against us. I asked about paint drips on the carpet and counters and she said «oh no, don’t worry about that». Everything I asked about was no, that’s nothing. And she seemed very annoyed that we were looking for things and she was very impatient. We felt very rushed. We also addressed the noise issue with her. We specifically asked her if you could hear the neighbors through the walls and if they were very thin. She flat out LIED to us and said, «No, I’ve never heard anything about being able to hear the neighbors, the walls are very well insulated»… Again, I would like to emphasize, LIAR!
We realized right away that we could hear the neighbors through the walls, especially in the kitchen and living room but this was mostly because that’s the most common place for people to hang out. We could also hear them if we went into the downstairs room, which we rarely went in. And they also liked to play video games in the master bedroom, at night, when the working class was trying to sleep. I made numerous noise complaints to the Westview Heights office staff about how we could hear our PCC student neighbors Wii Bowling or watching football games or how they would always be partying specific nights out of the week (most were work nights for me so they interfered with my much needed sleep. They would constantly be out on their patios smoking and talking so loud and those townhomes are ridiculously hot in the summer. Don’t be fooled by the awesome ceiling fan in the master bedroom (which was covered in dust when we moved in), it is pretty much worthless other than providing some white noise. So we had to sleep with our windows open but were constantly woken up by the smell of cigarette smoke, the noisy chatter on the balcony and all of the noise that echoed and bounced around between the 2 row-​home buildings.
The staff off Westview Heights could give 2 shits. They took my complaints but basically said unless they heard from neighbors on both sides of the ‘noisy’ tenants, then they wouldn’t be able to do anything. So, I began calling the police for noise complaints, almost nightly. I would’ve felt bad bothering the police with such non-​sense that Westview Heights could’ve addressed, but I had actually given the Washington County police something to do.
Our most recent neighbor was a large family with a stay at home mom and a lot of kids. The mother’s daily cleaning routine was like clockwork. Every day you’d hear the music blaring through the walls with her obnoxious singing and dancing, followed by the vacuuming that sounded like it was in our own house. The kids were always running back and forth, screaming and yelling. But the absolute worst was the father; his snoring kept me up EVERY night. It was so loud, not even the TV or radio could drown it out. Now let me remind you, this was coming from the next door neighbors… not someone in our own house.
So if you’re still considering renting here, consider the following:
When your neighbor opens their garage, you may actually confuse it with your garage door opening, from the third floor. When you’re in bed, you may feel as though there are people downstairs in your living room, if you’re neighbors are hanging out in theirs. When your neighbors are in the master bathroom and you’re in your bedroom, well, you’ll feel as though you have roommates that you never really wanted. And my favorite was being sick and throwing up in the ½ bath where my neighbors were in the kitchen talking and making breakfast. I’m sure my mid morning vomiting helped to increase their appetite. When you’re in the kitchen, you can hear your neighbors in their kitchen at the same time. You can hear their microwave, the cupboard doors slamming and their conversations pretty clearly. To sum it up, the lack of privacy at Westview Heights is top notch!
